Administration, continued to play a crucial role in supporting the Ministry’s technical programmes. Key activities included coordinating the work programme across the Division and its sub-divisions to ensure seamless support for Technical Divisions and mitigate potential bottlenecks. They provided essential services such as budget monitoring for building and maintenance, procurement of meals/refreshments for all activities executed by the Ministry in a fiscal year, payment of all utilities, vehicle maintenance and repairs, record-keeping, and administrative support, as well as planned and unplanned maintenance for the Ministry’s buildings and compounds across all locations.

Administration

The ultimate responsibility for sound and appreciative management of service delivery in the Ministry is reposed in the Office of the Permanent Secretary, which operates as the principal accounting authority for the Ministry. The Permanent Secretary, as Head of Administration, is supported by a Deputy Permanent Secretary- Administration, the Deputy Permanent Secretary- Finance, a Principal Assistant Secretary (General), and Assistant Secretary (General), as well as other middle and junior levels of ancillary

Permanent Secretary's Office

  • Is the executive arm of the Ministry
  • Advises the Ministers on technical issues and on matters of policy
  • Implements programmes and policies
  • Ensures the effective utilization of human and financial resources
  • Monitors and controls the overall operations of the Ministry
  • Serves as the liaison between the Ministry and the Public Service Ministry and other Central Administrative agencies
  • Supporting the offices of the Ministers and PS are the Departments of Finance, Personnel and Registry.

Key Responsibilities

  • Co-ordinates the work programmes of all sections of the Ministry.
  • Initiates policy changes and presents proposals to Cabinet for consideration and approval.
  • Arranges the attendance of staff at Conferences and Seminars etc.
  • Conducts assessment of organizational needs and changes, presenting proposals to the Public Service Ministry for redress.
  • Provides typing and record management services.
  • Co-ordinates the preparation of the Annual Estimates.
  • Attends to all administrative correspondence.

Key Functions of Supporting Departments

Budget and Finance

  • Coordinates budgetary requirements for all units within the Ministry
  • Prepares the annual budget
  • Ensures the availability of finances for the Ministry's operations
  • Follows and practices procedures in compliance with approved financial administration and audit regulations

  • Personnel

  • Ensures efficient implementation of all approved personnel policies and practices to the satisfaction of both management and staff
  • Promotes the development and training of staff
  • Develops welfare prpgrammes to actively promote healthy staff relations

  • Registry

  • Performs multi-faceted tasks in support of the work of all departments, including receipt and dispatch of mail, typing pool, photocopying and duplicating services
