Hon. Dr. Vindhya Vasini Persaud M.S, M.P.

Minister

Dr. Vindhya Vasini Persaud is the Minister of Human Services and Social Security, Member of Parliament and President of the Guyana Hindu Dharmic Sabha (GHDS). She is a Physician by profession. She has worked at the Georgetown Public Hospital and St. Joseph Mercy Hospital, and lectured at the University of Guyana’s School of Medicine in the Pre- Clinical Sciences. Dr. Vindhya Persaud has been an outspoken and proactive advocate against many social ills. Her work has been guided by the motto of “action thy duty, reward not thy concern”.
Over the years, she has worked integrally with many communities and developed initiatives to improve the welfare of women, youths and the underprivileged. She has conceptualized and spearheaded community outreaches comprising of medical teams, counselors, peer educators and youths to reach out to communities in an effort to decrease suicide, abuse and violence and encourage a healthy lifestyle. Through her Faith- based organization, Dr. Persaud has volunteered in and spearheaded several projects including the Dharmic Free Health Centre, HIV /Aids Outreach Programme in collaboration with Global Fund and Ministry of Health, GHDS’s Voices Against Child Abuse Programme, Suicide Prevention and Intervention initiative, and numerous Youth programmes. In 2014, a project close to Dr. Persaud’s heart and an initiative of hers was realized, a shelter for Children who are victims of abuse- Bal Nivas.

Dr. Erica Forte

Permanent Secretary

Ms. Beharry began her career in the public sector as the Spotlight Program Officer (UNFPA) within the Ministry of Human Services and Social Security before being appointed Deputy Permanent Secretary – Administration. In this role, she assists Permanent Secretary in overseeing the administrative and operational functions of the Ministry such as strategic planning, policy implementation, and coordination of national projects/initiatives, among others. Ms. Beharry is the holder of a Bachelors of Law Degree from the University of Guyana, Master’s Degree in International Commercial Law (LLM) from Bournemouth University as well as a Master’s Degree in Business Administration specialising in Law (MBA) at Queen Mary University of London and is currently pursuing a PhD of Philosophy in Education.

Mrs. Rohee have over 35 years of experience in the Public Service having served considerable time at the Ministry of Foreign affairs and the Ministry of Finance. Currently, she functions as Deputy Permanent Secretary-Finance in the Ministry of Human Services Social Security. Her objective is to utilize her work experience, knowledge, and leadership skills to enhance and maintain proper financial management with emphasis on transparency and accountability. Mrs. Rohee believes in fostering my working relationships through good teamwork.
