MoSP developed the "womb to tomb” model for Guyana through it human, financial, and technical resources and community programmes and services. Our mission is to nurture a resilient and caring society that can overcome challenges together. Previously known as the Ministry of Labour, Human Resources and Social Security, the Ministry was officially renamed and restructured in 2015.

Our Organisation

The Ministry of Social Protection is committed to the sustainable development and rehabilitation of children, women, families, the elderly and providing training and social and welfare services/programmes to persons in difficult circumstances and disadvantaged persons.

Additionally, the Ministry maintains a stable industrial relations climate.

Our Mission

To provide psychological, social, financial and other material assistance as well as regulatory services for senior citizens, the infirm, the indigent and destitute to improve their status and implement their abilities to cope with the stress of living.

Permanent Secretary, Lorene Baird

Mrs. Lorene Baird can be considered one of the distinguished women trail blazers to serve as an Executive Officer in the Public Service. This veteran Public Servant with 43 years under her belt has served in the capacities of Accounts Clerk, Economist, Senior Economist, Head of the Fiscal and Monetary Division, Deputy Finance Secretary and Finance Secretary (ag) before attaining the rank of Permanent Secretary. Mrs. Baird has also served as a member of the Guyana Revenue Authority Board and the National Procurement & Tender Administration Board. Mrs. Baird holds a B.Sc. in Economics from the University of Guyana. Over the years, she has completed specialized programmes sponsored by agencies such as Debt Relief International, International Monetary Fund, Institute of the World Bank, International Development Bank and Institute of Development Studies (University of Guyana). She gained competences in Techniques of Financial Analysis and Programming, Debt Management, Health Economics and Financing and Financial and Socioeconomic Appraisal of Investment Projects. These being but a few of the specialist skills she possesses. This professionally strong, focused and enthusiastic individual is performance objective driven, who stands out as a role model for young women in our society. Her distinctively mild personality and demeanor belies her very firm action-oriented personality. She received a National Award in May 2019, the Golden Arrow of Achievement.
