ADMINISTRATION
The Administration Department, which comprises the offices of the Ministers and Permanent Secretary (PS), is the backbone of the Ministry as it links the various departments, ensures the smooth flow of information and initiates policies and programmes.
MINISTERS’ OFFICES
Provides the vision, the direction and the policies, which drive the work of the Ministry
Planning and Policy Implementation Unit
This Unit comprises two former agencies: the Special Projects Unit and the Expenditure Planning and Monitoring Unit.
Key functions:
  • Coordinates the implementation of projects funded by International Development Partners and other sectoral programmes
  • Administers and executes the two micro-credit programmes: The Women of Worth (WOW) and the People of Worth Entrepreneurial Resources (POWER) Loans Programmes. These programmes provide access to financial resources through the Guyana Bank for Trade and Industry (GBTI) for the expansion of small business ventures. WOW provides assistance to female single parents with school-age children, while POWER targets male single parents and eligible couples (total monthly earnings not exceeding $60,000) with school-age children. Loans amounts range from $100,000 to $250,000 with repayment over one or two years.
This Unit also implements the Sustainable Livelihoods and Entrepreneurial Development (SLED) Programme, which provides assistance mainly through community based groups for income generating initiatives at the community level. Beneficiary groups are encouraged to pursue business ventures based on the principles of co-operativism.
The Unit monitors the annual budgetary allocations of the Ministry and provides guidance on expenditure management and evaluates projects which are executed through the Ministry.

PERMANENT SECRETARY’S OFFICE
  • Is the executive arm of the Ministry
  • Advises the Ministers on technical issues and on matters of policy
  • Implements programmes and policies
  • Ensures the effective utilization of human and financial resources
  • Monitors and controls the overall operations of the Ministry
  • Serves as the liaison between the Ministry and the Public Service Ministry and other Central Administrative agencies
Supporting the offices of the Ministers and PS are the Departments of Finance, Personnel and Registry.
